The ICRC Delegation in Libya has a vacancy for: Analysis & Evidence Specialist The Economic Security Analysis & Evidence Specialist 1 provides support for all matters related to assessments, analysis, monitoring, evaluation, reporting and information management. under the supervision and guidance of their hierarchical supervisor and according to ICRC and EcoSec standards. The Analysis & Evidence Specialist is a Specialist 1 for a specific programme, or a specific matter related to needs assessments, GIS, Situation and problem Analysis monitoring evaluation and operational information management in delegation needed to ensure evidence-based and outcome-oriented programmes at regional or local scale. Main Responsibilties Advises the EcoSec Field Officers on the definition of thematic strategies linked to one or more priorities of the delegation, ensuring their applicability, and supporting their implementation.Supports EcoSec information management systems by maintaining and updating databases of spatial, socioeconomic, nutritional, agricultural, livestock, market and livelihoods related data.Contributes to evidence-based decision-making on programme design and implementation, notably through making monitoring, analysis review and evaluation findings accessible developing innovative, user-friendly and informative products.Manages data-collection tools with the consultation of the A& E specialist.Collects data using data-collection tools and devices.Enters data into and maintains the EcoSec Programme Management Tools such as PAM are up to date.Maintains and updates standard databases of spatial, socioeconomic, nutritional, agricultural, livestock, market and livelihoods related data.Supports the formulation of the Monitoring and Evaluation strategies and support their operationalization.Supports the A& E Specialist in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.Contributes to build M& E capacity of NS and daily workers through training and information sharing.Maintains integrating accountability to affected population (AAP) and gender perspectives in all areas of work.Performs data cleaning, management and analysis and sets up regular reports.Supports the A& E Specialist 2 in ensuring that delegation monitoring framework, systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements, standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated EcoSec programme reference framework (PRF).Drafts regular monitoring reports on status of results and implementation progress and contributes to the data analysis.Supports mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.Consolidate delegation data in term of indicators and support the drafting of the QERs, PT and PfRs with respective figures.Supports analysis and encourages critical thinking and an evidence/result approach at the programme and project level.Manages complaints and feedback mechanism activities and follows-up requests transferred through the Community Contact Center and ensure its solving.Supports the CCC operators and ensure the well running of the system.Performs other related duties as required by line & functional managers.
