Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France. Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, WASH activities, and infrastructure and rehabilitation. Première Urgence Internationale develops public infrastructures’ rehabilitation and restoration in areas affected by several years of conflict. Additionally, during the COVID-19 crisis in Libya, the organization adapted its intervention to include Infection Prevention and Control and COVID-19 awareness activities. In the aftermath of the flooding caused by Storm Daniel in the Eastern part of Libya, PUI is intervening to support affected population providing WASH, Health and MHPSS support in close coordination with other partners on the ground. Job Description Overall objective Under the direct management and supervision of the Area Program Manager (APM), and under the technical management of Deputy Head of Mission for Programmes (DHOMP), the MEAL Officeris responsible of the MEAL related activities implemented in the Benghazi (BGZ) and Al Kufra (AKF) bases. The MEAL officer will work in close collaboration with the PUI Activity Managers in being accountable to donors, constituents and stakeholders in the Libya mission, ensuring documentation of progress, measurement of effectiveness and impact, for donors reporting requirements and organizational accountability process. The MEAL analyst Officer will support the project teams in the development of MEAL plans and tools for each project and provide MEAL guidance for the bases. The MEAL Officer will ensure the effective management of data collected for utilisation in reports, proposals, learning exercises and improvement of implementation quality. The MEAL Officer will lead assessments in liaison with project implementation teams and under the direction of the APM, standardise systems and capitalise on tools, and provide strong support at base level to monitor and ensure quality through lessons-learned of ongoing projects. Responsabilities and duties The MEAL Officer, in close cooperation with the program teams, will ensure implementation of the defined MEAL strategy for PUIs Program in order to improve program quality, monitoring performance and facilitating the transmission of best practices. He/she will enhance the overall use of clear project log frames, sound data collection and analysis methods; and facilitate assessments that are integrally linked to program design. He/she will work closely with the APM as well as the Activity Managers. 1. Contribute to the update and improvement of mission-level MEAL processes 2. Monitoring & Evaluation of PUI programs 3. Reporting 4. Training and technical support to program team 5. Learning 6. Accountability Specific objectives and linked activities 1. Contribute to the update and improvement of mission-level MEAL processes – Support the APM to periodically revise the mission’s MEAL/Quality protocol and train the teams on its implementation and use. – Collect best practices, case studies which demonstrate qualitative and quantitative changes to inculcate a culture of leaning and information sharing. – Propose and Develop Terms of Reference for surveys, research, case studies, lessons learnt success stories and any other qualitative data collection methods. 2. MONITORING & EVALUATION OF PUI PROGRAMS – Contribute to the elaboration, review and harmonization of M& E tools, data management, especially in the PMTs (indicators table) and the MEAL Plans. – Create / revise the tools needed to implement project’s monitoring (database, survey form) and ensure that the monitoring tools developed work and are correctly used by the teams; – Define / improve / monitor and ensure the quality of information and data collected in the field. – Support Programme’s teams in designing data collection studies (Baseline, End-line) to collect information on performance indicators and project results. 3. REPORTING – In collaboration with the APM and the Activity Managers, contribute to the preparation of monitoring and evaluation plans for new proposals, including the definition of indicators, timelines and expected delivery. – Support in writing project proposals and reports’ paragraphs related to MEAL. – In link with programs, support in developing articles, case studies and success stories. 4. TRAINING & TECHNICAL SUPPORT TO PROGRAM TEAM – Make sure that new staffs are briefed on MEAL’s roles and responsibilities. – Provide program teams with a technical and methodological support for M& E activities, data management (questionnaire design, sampling, data collection (i.e. Koboo-extraction) of useful data and interpretation). – Lead on all field data collection exercises and data management, such as recruitment and training of data collectors and carry out and supervise data collection. – Trainings on MEAL concepts including protection of sensitive beneficiary’s data, cross cutting issues e.g. gender. – Presentation of MEAL plans for each project and ensure team members understand operationalization of quality control process. 5. LEARNING – Ensure that learning activities are included in the project activities. – Contribute to the preparation of kick off and learning meetings per project and ensure capitalization of its content. 6. ACCOUNTABILITY Following guidelines from PUI’s Accountability to Affected Population framework: – Manage team members in implementing the feedback and response mechanisms. – Check that the key principles of the feedback mechanism are respected. – Produce regular analysis of the complaints and feedbacks received. – In coordination with the APM and DHoMP teams, ensure that a AAP approach is respected by the program team throughout the different steps of the Project life-cycle – Work in collaboration with the program teams on the design and improvement of accountability mechanisms Required Profile Required desirable Education / Training Bachelor’s or master’s degree in a field related to Statistics, Project Management, M& E or related field. Professional experience Technical Humanitarian 1 year experience minimum in MEAL or other related work (data analysis, information systems, etc) Experience in Project Management Experience in Data Analysis Experience with an international NGO Knowledge and skills Experience in donor requirements and expectations. Knowledge of Benghazi and surrounding areas Languages English & Arabic Excellent commands in writing and editing documents in English and in Arabic Software Pack Office Strong computer skills essential, including ability to operate Microsoft Office softwares, particularly Excel.
